Delhi, November, 15, 2013

Two days after a committee was set up to investigate a law graduate’s allegation that a ‘recently retired judge’ of the Supreme Court had sexually harassed her, a former dean of Delhi University’s law faculty, Prof. S. N. Singh, has filed a police complaint against the same Judge, for sexually harassing other female students from Delhi University.

Prof S N Singh said in addition to sexual harassment of the intern by the former apex court judge, as per her statement, “three other girls were sexually harassed by the same person and four other girls faced harassment from other persons”. He said her statement disclosed an offence under Section 354 of Indian Penal Code, which provides, “Whoever assaults or uses criminal force to any woman, intending to outrage or knowing it to be likely that he will thereby outrage her modesty, shall be punished with imprisonment of either description for a term which may extend to two years, or with fine, or with both.” Singh, a law teacher for four decades before retiring as dean of DU’s law faculty, said in his complaint, “It is a serious matter (the alleged incident of sexual harassment of the intern) concerning legal fraternity, especially women, and it is my constitutional obligation to inform the police to register FIR and investigate the offence as per the provisions of the IPC and Criminal Procedure Code and prosecute the guilty person to restore the public confidence in judicial/police system.”
