Police and Hospital Turn Away a Rape Victim

Kolkata, West Bengal, July 27, 2012

Around 5 am on Wednesday, a 38-year-old victim was on her way to Chatterjeehut where she has been working as a domestic help for last 10 years. Like everyday, she took a shortcut below the bridge along Kona Expressway near Santragachhi railway station. Suddenly, someone pulled her from the back and she felt a blow on her nose immediately after. She was then dragged to a nearby bush, her earrings and nose ring were snatched and she was raped. The tormentor allegedly tried to strangle her to death, but the victim amassed the last bit of energy left in her and managed to free herself and escape from the rapist, a short man in a red T-shirt and black trousers.

The suffering of the victim did not end with the rape though.  She rushed to the Jagachha police station with a bleeding nose and scratch marks all over her face and neck. She informed the duty-officer that she was robbed and raped, narrated the entire incident and pleaded with him to file a rape complaint. Unmoved by the trauma the woman had experienced minutes ago, the officer registered a general diary (GD) and sent her home advising immediate hospitalization.

The victim’s sister said, “My sister raised an alarm. She requested a passer-by and two constables to catch the fellow. But they did nothing. At the hospital, officials refused to admit my sister saying that it is a police case. I then helplessly called a journalist. Once the news hit the television, things started moving fast. A police officer came and got her admitted and an FIR was lodged.”  Full report here

School Girl Gang Raped by her Boyfriend and his Friends

Patna, Bihar, July 26, 2012

In a horrific incident in Patna, a young girl was gangraped by her boyfriend and his classmates. The boys took turns to rape the girl and continued to shoot the act on their camera.  They then distributed the MMS among their peers to blackmail the victim. The traumatised girl who managed to escape her classmates house where the rape occurred informed her parents immediately about the incident. They kept mum and went into hiding without lodging a police complaint.

A month later, the MMS came into circulation and got picked up by the local media, prompting the State Women Commission to take it up. They asked the Patna police to institute a case.

But nothing was done by the police. No inquiry was initiated on the grounds that their was no direct complainant. An FIR was finally lodged by the Bihar Women’s Commission, naming all final accused.

This incident brings to light,  the callous attitude of all concerned stake holders, be it the police, administration, social organisations or even the media to violence on girls and women in India. Full report here

Chair of India’s National Commission For Women says Clothing Invites Sexual Assault

New Delhi, July 18, 2012

In response to a case last week where a teenage girl was attacked and molested by a mob of men in full public view, National Commission for Women (NCW) chairperson Mamta Sharma’s statement asking women to dress carefully to avoid crimes (like molestation) against them has sparked outrage and disgust with rights activists questioned the selection process of NCW office-bearers. Sharma’s comments came close on the heels of the removal of Alka Lamba from a fact-finding committee probing the Guwahati molestation case for revealing the victim’s identity.

While speaking about the molestation case on Tuesday, Sharma stopped short of prescribing a dress code. She said, “Be careful about how you dress… Aping the west blindly is eroding our culture and causing such crimes to happen.”

Earlier this year, at a seminar where she address young women, Sharma offered this advice on how to deal with street sexual harassment, “Don’t be offended if someone calls you ‘sexy’, rather take it positively.”

CPM leader Brinda Karat demanded the NCW chairperson withdraw her statement or quit. “Such advice is unwarranted and militates against the mandate of the commission. It only strengthens the forces who blame victims for the crimes against them,” she said.  Full Report Here

The girl inmates of the Apna Ghar shelter in Rohtak told a four-member committee that they were gang-raped by Haryana Police officials, who made them dance naked and forcibly took them out of the home.

Almost all the inmates reportedly said that Haryana Police officials were frequent visitors to Apna Ghar and would abuse them with the help of Jaswanti Devi.

According to sources, two of the inmates — one deaf and mute and the other mentally challenged — said that when they got pregnant, the in-charge of the home, Jaswanti Devi, stepped on their stomachs and inserted sticks inside their private parts to force abortions.  Jaswanti Devi, incidentally, is a recipient of a number of state awards for “empowering” women.  Full report here
